Sealed bids for the furnishing of the necessary materials and construction of the
VILLAGE OF OTTAWA’S TAWA DRIVE CONSTRUCTION
project will be received by the Village at the Ottawa Municipal Building, located at, 136 North Oak Street, Ottawa, Ohio 45875 until:
10:00 A.M. Local Time
Thursday, April 16, 2026
and at that time and place the bids will be officially opened and read aloud.
- The proposed work consists of 600 LF of Full Depth, Non Curbed Roadway, with a Cul-de-sac Construction, including Excavation, Aggregate Base, Asphalt Concrete, Aggregate Berm, Water & Sanity Sewer Mains, Fire Hydrants, Manholes, Storm Sewers, Catch Basins, Drainage Swales and Incidentals.
- The Engineers’ Construction Estimate is $765,000.
- The Completion Date for Aggregate Base, Asphalt Base and Asphalt Concrete Intermediate Course is October 24, 2026. The Completion Date for the Asphalt Concrete Surface Course is October 1, 2027.

A hard copy of the Bid Documents may be purchased at a cost of $50.00 (non-refundable) and/or PDFs of the Bid Documents are available electronically at www.bockrath-es.com at no cost.
- Bids will only be accepted from the Bidders listed on the Engineer’s Official plan holders list. Bidders must contact Bockrath & Associates Engineering and Surveying, LLC, by Phone at 419-523-5789 or email troy@bockrath-es.com to request to be registered on the Engineer’s Official plan holders list.
- Bids must be submitted on the unbound Bid Forms contained in the Bidding Documents and must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code or Bid Security furnished in Bid Bond Form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
- Each proposal must contain the full name of the party or parties submitting the proposal and all people interested therein. Each bidder must submit evidence of experiences on projects of comparable size and complexity. Bids shall be sealed and marked as – Bid for TAWA DRIVE CONSTRUCTION and hand delivered or mailed to:

- Attention must be given to all requirements contained in the bid packet, prevailing wage rates, various insurance requirements and the requirement for a payment and performance bond for 100% of the contract price.
- Bidders must comply with the Prevailing Wage Rates on Public Improvements in Putnam County, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.
- The Village of Ottawa reserves the right to reject any or all bids, and to waive all informalities not involving price, time, or changes in the work.

Electricity Aggregation Program
The Village of Ottawa's Aggregation Program consultant, Aspen Energy, has advised us to put our electricity aggregation on pause for the time being. Our current program rate of 7.98 cents per kWh is set to expire in June 2026. Global energy markets are very volatile and uncertain due to the Iran conflict. Record capacity auctions (driven by new Artificial Intelligence & Data Center builds) are raising aggregation rates across the State of Ohio, and we want to provide everyone with the chance to prepare for the increase in their utility bills. AEP Ohio's current Price to Compare is 10.65 per kWh. There are payment plans through AEP Ohio (800-672-2231) that allow customers to have flexible payment options.
Our consultants will be evaluating the market and will advise us when we can secure the best rate possible. Strategic Growth Plan
On March 13, 2023 Ottawa Village Council formally adopted a strategic growth plan. The plan encompasses a new brand identity for the Village, future development plans for the next 5-10 years, and establishes the formation of a non-profit operational entity known as GO Ottawa.
